MCC 7995 Explained

The four digits behind almost every declined gambling deposit in the UK — what the code is, who applies it, and what actually fixes a failed payment.

What the Code Actually Is

Every card payment carries a merchant category code — a four-digit label the card networks use to say what kind of business took the money. Supermarkets are 5411. Airlines get their own range. Gambling is 7995, described in the Visa and Mastercard manuals as "betting, including lottery tickets, casino gaming chips, off-track betting and wagers at race tracks".

The important thing to grasp is who sets it. The casino does not choose its own code. The merchant's acquiring bank assigns the MCC when the business is onboarded, and the card scheme audits it. A UKGC-licensed online casino gets 7995 and cannot be coded as anything else — attempting to disguise gambling under a different MCC is transaction laundering, and it gets acquirers fined and merchants terminated.

That single code then drives a chain of automated decisions long before your money moves. Your issuing bank reads 7995 and applies its own rules: block or allow, purchase or cash advance, fee or no fee. The casino sees only the outcome — a decline reason it did not generate and cannot override.

This is why "the casino declined my card" is almost always wrong. Las Vegas Casino runs its cashier on ProgressPlay under UKGC account 39335, and a card payment failing at that stage has usually been refused two steps upstream, by the bank that issued the card.

MCC 7995 explained — the gambling merchant category code and UK bank declines

What MCC 7995 Means for a UK Player

Credit cards are out

Since 14 April 2020, no UKGC-licensed operator may accept a credit card for gambling. The 7995 code is how that ban is enforced automatically at the network level. The National Lottery is the sole carve-out.

Bank gambling blocks

Monzo, Starling, Lloyds, Halifax, Barclays, NatWest, Nationwide, TSB and most others offer a free in-app toggle that refuses every 7995 payment. Many switch it on by default for new accounts.

It shows on statements

The code does not reach your credit file, but the transaction sits on your statement — and mortgage underwriters routinely read three to six months of statements.

There is one persistent myth worth killing. People assume a declined gambling deposit means the casino has flagged them, restricted the account or blocked them for winning. In practice the decline happens before the casino is meaningfully involved: your bank sees a 7995 authorisation request and answers no.

The corollary is that switching payment method usually works instantly, because you have routed around the block rather than argued with it. An e-wallet like PayPal, Skrill, Neteller or Payz funds itself from your bank in a separate, non-7995 transaction and then pays the casino from its own balance. Paysafecard and Neosurf skip cards entirely. That is why the payments page lists so many alternatives — they exist largely because of this code.

Worth being honest about the flip side: if the block was on because you turned it on, routing around it defeats the purpose. That is a decision worth making deliberately rather than at 11pm with a declined deposit on screen. The limits and self-exclusion page covers the tools that cannot be routed around.

How We Got Here

1990s

MCC 7995 enters the card-scheme manuals

Visa and Mastercard formalise a betting category so acquirers and issuers can identify gambling merchants without inspecting each transaction.

2005

The Gambling Act creates the UKGC

Britain gets a single statutory regulator. Remote operators serving UK customers need a UK licence, which brings their card processing into scope.

2018–2019

Challenger banks ship gambling blocks

Monzo and Starling add a self-service toggle that refuses 7995 payments, with a deliberate cooling-off delay on switching it back off. High-street banks follow within a year.

14 April 2020

Credit cards banned for gambling

The Gambling Commission's ban takes effect across all licensed operators, online and land-based. Enforcement runs on the 7995 code. The National Lottery is exempt.

2020–2023

E-wallets and open banking pick up the slack

Deposit traffic shifts toward PayPal, Skrill, Neteller, Payz, Apple Pay and pay-by-bank rails, which sit outside the direct card-block path.

2024 onwards

Affordability checks arrive alongside the block

Financial risk assessments are piloted and rolled out. A declined deposit today may be an operator affordability trigger rather than a bank-side 7995 refusal — the two look similar from the outside.

Before and After the Credit-Card Ban

Your Deposit Was Declined — What to Do

Work down this list in order. Steps one and two resolve the large majority of cases, and neither involves contacting the casino.

1

Check you are not using a credit card

This is the single most common cause and it is absolute — no appeal, no exception, no workaround at a licensed operator. Look at the card: if it says "credit", stop here. Some cards are ambiguous; your banking app will say which it is.

2

Look for a gambling block in your banking app

Card controls, account settings or security, depending on the bank. If it is on, turning it off starts a cooling-off period — typically 48 to 72 hours, sometimes seven days. Nobody at the bank or the casino can shorten it.

3

Confirm the card details and 3-D Secure

An expired card, a wrong billing postcode or a failed app-based 3-D Secure step all produce a generic decline that looks identical to a category block. Re-enter the card rather than retrying the saved one.

4

Try a method that is not a card

PayPal, Skrill, Neteller, Payz, Paysafecard, Neosurf, Apple Pay or Pay by Phone. Minimum deposit at this casino is £10 regardless of method. Note that withdrawals route back to a method registered in your name, so deposit-only options mean cashing out elsewhere.

5

Only now contact support

If a debit card with no block still fails, the issue may be at the operator end — an incomplete verification, an affordability trigger or a limit on the account. Live chat can see the authorisation attempt and say which.

Do not do this: repeatedly retrying a blocked card can trip your bank's fraud rules and freeze the card entirely. Three attempts is plenty. And never use someone else's card — it breaches the terms at every UK operator and will void withdrawals when verification catches it.

MCC 7995 FAQ

What does MCC 7995 mean?

It is the merchant category code Visa and Mastercard attach to betting and gambling — lottery tickets, casino chips, off-track betting and online casino deposits. Every card payment carries an MCC; 7995 is the gambling one.

Why did my bank decline a gambling deposit?

Almost always because it saw the 7995 code and refused — not because the casino rejected you. Usual causes: a gambling block in your banking app, the UK credit-card ban, or an issuer that declines 7995 by default.

Can I use a credit card at a UK casino?

No. Since 14 April 2020 the Gambling Commission has banned credit cards for gambling at every licensed operator, online and offline, with the National Lottery the only exception. Debit cards, e-wallets and prepaid methods are unaffected.

How do I turn off a gambling block?

In your banking app, under card controls or account settings. Most UK banks make it deliberately slow — 48 to 72 hours is common, some require a phone call. The delay is intentional and support cannot skip it.

Is a 7995 transaction a cash advance?

On a credit card, historically yes — fee plus interest from day one. The UK credit-card ban has made that largely moot for gambling. On a debit card it is a normal purchase with no cash-advance charge.

Will it show on my credit file?

The transaction itself does not appear on your credit file, but it does sit on your bank statement with the 7995 coding — and mortgage lenders routinely read several months of statements when assessing affordability.
